As of the 10.5.1 release of ArcGIS Enterprise ArcGIS Online can participate in distributed collaboration with ArcGIS Enterprise. ArcGIS Online must be established as the collaboration host.
Create the collaboration in the ArcGIS Online organization as outlined in Create a collaboration. This includes inviting the ArcGIS Enterprise guests to join the collaboration by sending the administrator of each guest an invitation file that was generated as part of creating the collaboration.
Create a collaboration and workspace Sign in to the host (ArcGIS Online) organization as a member with administrative privileges to manage the organization's collaborations. At the top of the site click Organization and click the Settings tab. Click Collaborations on the left side of the page.
In a collaboration in which an ArcGIS Online organization is participating the host is always the ArcGIS Online organization. The administrator in the host organization must do the following to create a collaboration and share content among guest organizations: Create a collaboration and collaboration workspace Link a group to the workspace
In this pattern residents are participating in the distributed collaboration through a single ArcGIS Online organization and the city departments are participating through ArcGIS Enterprise portals. The ArcGIS Online organization owned by the Public Works Department initiated the collaboration and is therefore the host.
This option was added in at ArcGIS Enterprise 10.8.1 and is available in ArcGIS Online. If you are the collaboration host administrator you will see the option to change how guest organizations access the collaboration workspace. Optionally choose the new access mode from the drop-down menu and click Save.

Use collaborations Once administrators have created a collaboration users can share content with groups that have been linked to the collaboration workspace. The content is then discoverable for other collaboration participants in their own environment.
